Sure does!
In the GUI go to Data > URL Filtering > URL Filters (at the way bottom)
So you just click Allowmode and Top web sites check boxes.
Then go to Excluded-Domain list and add your websites, then go to interface assignments tab and apply to your interfaces.
If that doesn’t work you might have to uncheck the allowmode box on basic setup tab.
Just test and see which works. Been a long time since I have used this.
Let me know if you have any questions.

Thanks Mark for the response. I got that HTTP can be blocked as you outlined above. But how can I block HTTPS?
I would of assumed that it would block https also. I assumed u tested with https?
I will test and see myself.

yeah, it appears that only HTTP can be blocked in the URL Filter.
Was wondering if this was fixed in a newer release. I am running (see below)
OR if I can block HTTPS sites another way?

Is there another way I can accomplish this in the 7100?
Try this:
domain-proxy
host www.whatever.com 127.0.0.1
