TA908 2nd gen - Delay on calling out.

I have a customer on a TA908 2nd gen that has, after dialing 10 or 11 digits, has a 5 second delay before calling out.  Customer is on FXS lines.  Wondering what could be the cause for this?  I added dial plans too.
