Had a trouble ticket for an Adtran 908e running BGP.
AOS ver R10.9.4.E
BGP in the IPv4 section had the network statement being used and was working fine for over a year.
I get into it and see it is sending and receiving routes but routes advertised out are not being received by our PE router.
We had to add "Redistribute Connected" in order to get it to work.
It was my understanding that redistribute connected should not be needed if you are using a network and mask statement and why would this suddenly change?

Does the route not being advertised have an exact matching network and mask in your network statement? If the missing route not being advertised is not directly connected, is there a valid IGP route to its next hop? (Static, OSPF, etc.)
Can you post your sanitized configuration as well as the output of
sh bgp ipv4 nei <neighbor address> adv
