I am trying to build and IPSec tunnel between a 3rd Gen 900 and a Cisco ASR 1006. AOS version 11.9.0. Can I enable IKE V1 on the tunnel ? If so , How ?

Yes. See this document. By default IKE v1 is used by AOS. https://supportforums.adtran.com/docs/DOC-2262
