I know this will be something silly but...
I'm setting up my fax machines on FXS 0/1-8
When inbound number is called it rings and answers fine, two way audio is good.
When dialing an external number, the ISDN debug says "PRI 1 Send last 4 digits of" and it only dials the last 4 digits of the number dialed and routes it back to my PBX (Mitel) instead of the outside world.

Configure the voice grouped-trunks for the PBXs to only accept the patterns that represent valid PBX extensions.
