We are using the NXX-NXX-XXXX dial plan for local numbers but it is still putting a 1 in front of the number. How do I get that off?

Can you give us some more information.
1. What is your PSTN connection.
2. Are you using a Trunk Access Code (TAC) like dial 9 before getting outside line?
3. Can you attach for your configuration for us to look at. Please change all passwords/IPs before attaching.

I had this problem and it was the ISDN Num Templates with a PRI trunk.
Can you send your config like asked along with a debug capture with the following commands:
Debug sip stack mes
Debug sip cldu
Debug voice ver
Debug isdn l2-formatted

Based on your attached configuration, Your PSTN connection is SIP not PRI.
Can you please run the following debug and paste it in a text file and then attach it.
Here is the debug:
Debug sip stack mes
Debug sip cldu
Debug voice ver
