Do you have a phone with the sip-identity "VVX400" in the system at IP 10.1.55.25? It looks like the phone's parameters are incorrect in that it is trying to register with its model number or template. Typically endpoints register with something resembling an extension or phone number, although for security-through-obscurity purposes this can be changed.
You'll either have to change the phone's configuration file so that its identity is something unique to that phone (recommended) or program the 7100 so that one and only one phone registers with the identity of "VVX400" (which isn't likely to scale very well).

OK. I have set registered and now I get no audio. Either way. ????
Do you have no audio at all, even audio to/from the 7100 media such as voicemail greetings, etc.? Do you hear ringback and the audio oes away when the phone is answered? Are your VPN settings correct and the netmasks of the local and remote subnets such that they are part of the encrypted traffic and don't overlap with each other?
what changes did you make to get the phone to register?
I got the audio issue fixed. Voice subnet not in far end router. I can now make extension to extension calls but when I dial an external number it only lets 10 didgits be dialed. ie 9-678-555-228 instead of 9-678-555-2284. Polycomm VVX 400 set.
This is probably dialplan configuration in the Polycom. These days the leading 9 plus second dialtone is kind of losing popularity.
Changed the dial plan user couldn't dial anything. Set back to default and all is well.
