Netvanta 7100 won't register phones

I have a client that has a Netvanta 7100 that the DSP failed in. I was able to download the config and upload that config to a refurb netvanta, but none of the phones get a dial tone or show that they are registered. I still have access to the bad 7100 and have looked through a good bit of the settings and put them in the new switch. What else should I be looking at? I can upload configs, debug results, etc. if someone can direct me on what to upload.

Rod, did you swap the CFLASH cards after loading the new config? That's where all the phone configurations, auto-attendants, voicemails, and greetings are stored. Thanks

I did swap the CFLASH and the replacement unit does not boot with it installed. I was able to get the phones to register by deleting the users, recreating them and then factory resetting the phones. I am going to use FTP to move the files from one unit to the other.
