IE11, FF, Chrome can't update dial plan under user. What is the fix?

Trying to up date the dial plan on 7100.

Firmware 11.10.6

ip706 2.4.1

I have tried IE11, FF and chrome. They dont work.

In Global it gets stuck on 1-12 of updating.

I found another Issue.

I can modify the Global Dial Plan but it does not save correctly and when I save New and Old it gets stuck. Whn I create a new user it pulls an old dialplan.
