Cannot dial local numbers

I cannot dial local numbers from our office. I have two ATLAS 550 set up to route calls. I have 2 T1's and 24 POTS going to the carrier POP equipment. I can dial long distance just fine. As soon as I dial 8 digits for a local call it sends the digits and I get a fast busy. I cannot use a 1 to dial local because I get the standard greeting "this is not a long distance call, do not dial a 1, please try your call again". My area code is 903 and we use 9 to dial out. I have tested changing this to a different number and it doesn't help the problem. I am trying to figure out how to send all ten digits out instead of the 8 its sending. Thank you.
