906e status lights stay on when powercycled

Question on Total Access 906e. Restarted but now LAN1 light is amber steady, power light is steady green but all other lights (data, voice, net 1-4) are all steady red.  Does anyone know what this means and is there a way to get it to restart?  Device remains offline.
