I'm not certain I follow the question, at least in this context, but I'll give it a shot ...
The T4 interface on the 4660 cannot be programmed to do anything else, nor can any other interface be programmed to be a T4 interface. So it's physical in the sense that the interface is physically there (obviously) and can't be used for any other purpose. It is not a logical interface in that the T4 timing function cannot be assigned to any other port.

I'm afraid I can't help you with the Cisco questions. You would need to contact someone at Cisco to know whether or not they have a similar interface. Again, the T4 interface is a timing-output-only interface. It's benefit is to synchronize a clocking signal to carrier level gear; if you don't have a use for that capability then the interface is useless to you and should be ignored.
