EVC config on Adtran 4660

I have one Adtran Router on platform: NetVanta 4660 EoX L2/L3 Router having OS version R10.11.0.E. There is an EVC configured on Adtran router having the following configuration:

interface gigabit-eth 0/1
  speed 1000 nonegotiate
  no shutdown
!
interface gigabit-eth 0/1.2
  ce-vlan-id 10
  connect evc dolphin
  ip address  1.1.1.1  255.255.255.252
  no shutdown
interface gigabit-eth 0/1.3
  ce-vlan-id 20
  connect evc dolphin
  ip address  2.2.2.1  255.255.255.252
  shutdown
!

evc dolphin
  s-tag 150
  connect men-port gigabit-ethernet 0/1
  no shutdown
!

Can anyone explain me this EVC configuration?

As i have searched on internet i have found that it creates Layer 3 Carrier Ethernet. But i am not able to understand it traffic flow.
It will forward layer 2 information or layer 3 information.

The Layer 2 & Layer 3 Carrier Ethernet Services in AOS guide explains the differences between Layer 2 and Layer 3 traffic flow.  I hope that makes sense, but please do not hesitate to reply to this post with additional questions.  I will be happy to help in any way I can.
